Cuba Report, China Spy Bases, Russian Intelligence

The State Department has released a sweeping 100-page report naming recognizable American politicians, activists, media personalities and organizations while alleging that Cuba operates as the central hub of a much larger anti-American network.

The report discusses Karen Bass, Zohran Mamdani, Hasan Piker, Maxine Waters, the Democratic Socialists of America, CODEPINK, The People’s Forum and the National Network on Cuba. But the deepest national-security claims concern Chinese and Russian signals-intelligence facilities operating approximately 90 miles from Florida.

Tonight, Justus Knight separates documented espionage and satellite-confirmed infrastructure from political association, ideological sympathy and claims the report has not fully proven.

🔥 OMG! RUBIO Releases DEVASTATING REPORT—and It NAMES NAMES! Cuba, China and Russia Are Linked to Who?

The United States State Department has released a report that does not whisper, hedge or politely knock before entering the room.

It kicks the door off the hinges.

The nearly 100-page document, titled “Cuba: The Capital of 21st Century Communism,” accuses Havana of conducting a decades-long campaign of espionage, ideological recruitment and political subversion aimed at turning the United States against itself.

And it names names.

Recognizable politicians.

Major political organizations.

Labor activists.

Media personalities.

Socialist groups.

International protest networks.

But the report’s most serious allegations do not stop with Americans traveling to Cuba, praising Fidel Castro or participating in solidarity campaigns.

Buried behind the political names is a much larger national-security threat:

China and Russia are allegedly expanding intelligence operations from Cuban soil—roughly 90 miles from Florida.

That means this story begins with American activists.

It ends with foreign listening posts staring directly into the United States.

And the distance between those two stories is where Marco Rubio’s State Department is attempting to build its case.

Cuba’s alleged “long war” against America

The report’s central argument is brutally simple.

Cuba could never defeat the United States economically or militarily. It therefore developed a different kind of weapon: espionage, political influence, ideological recruitment and revolutionary networks capable of weakening America from within.

The State Department alleges Havana has spent more than six decades cultivating American activists, penetrating government institutions and supporting movements hostile to the constitutional and economic foundations of the United States.

The report describes this as a campaign designed to “turn America against itself.”

It claims Cuban influence reached into the highest levels of the federal government, recruited generations of American activists and supported waves of left-wing political violence.

Those are extraordinary accusations.

They are also not all supported by the same quality of evidence.

Some involve convicted spies and admitted foreign agents.

Others involve political travel, ideological sympathy and public criticism of American policy.

That distinction is critical.

Being named in the report does not mean someone has been proven to be a Cuban agent.

But being named means the State Department believes that person or organization belongs somewhere inside the history it is attempting to expose.

The American names

Among the recognizable figures discussed are political streamer Hasan Piker, Amazon Labor Union founder Chris Smalls, New York City Mayor Zohran Mamdani, activist Isra Hirsi, journalist Amy Goodman and others associated with Cuban solidarity efforts or opposition to American sanctions.

The report also examines organizations including:

• Democratic Socialists of America
• CODEPINK
• The People’s Forum
• National Lawyers Guild
• Communist Party USA
• National Network on Cuba

Some were named because members traveled to Cuba, participated in aid convoys, attended political events or publicly defended the Cuban government.

Others were included because the State Department believes they represent the modern descendants of revolutionary networks Havana cultivated throughout the Cold War.

The report’s treatment of the Democratic Socialists of America is particularly revealing.

It reportedly does not claim the DSA is directly commanded by Cuban intelligence. Instead, it argues that support for the Cuban regime has become so deeply embedded within portions of the American far left that Havana no longer needs to exercise direct control.

The ideology allegedly operates on autopilot.

That may be the report’s most important political claim.

Cuba does not need to send every activist instructions.

It only needs to preserve the mythology, build the relationships and ensure each generation trains the next.

Karen Bass and the Venceremos Brigade

One of the highest-ranking American politicians examined is Los Angeles Mayor Karen Bass.

Before serving in Congress and becoming mayor of America’s second-largest city, Bass participated in the Venceremos Brigade, an organization that began sending American activists to Cuba in the late 1960s.

Bass has publicly acknowledged her involvement and her repeated visits to Cuba.

The report uses her political rise as an example of how individuals exposed to Cuban revolutionary institutions later entered positions of significant American authority.

That does not prove Bass was recruited by Cuban intelligence.

It does demonstrate why Cuba invested in foreign political travel.

The objective was not necessarily to recruit someone who would remain permanently on society’s margins.

The objective was to build relationships with young activists who might later become lawyers, professors, journalists, union leaders, members of Congress—or mayors.

Havana was playing chess while Washington was playing election-cycle checkers.

Zohran Mamdani, Hasan Piker and the new generation

The report then follows Cuban influence into a younger political generation.

Hasan Piker, Chris Smalls, Isra Hirsi, DSA members and international left-wing political figures participated in or supported a 2026 humanitarian convoy to Cuba.

Supporters characterized the effort as aid to civilians suffering from shortages and American sanctions.

The State Department views these trips very differently.

It portrays them as a modern version of revolutionary tourism: influential Western activists enter Cuba, interact with government-affiliated organizations, absorb Havana’s preferred narrative and return home with content capable of reaching millions.

That is not traditional espionage.

There may be no secret documents, dead drops or cash-filled envelopes.

Influence operations can be far cleaner than that.

Give an influential person access.

Show them the version of the country you want them to see.

Place them beside sympathetic activists.

Provide the story.

Then allow their audience to distribute it for free.

The report’s critics argue that this turns protected political activity into implied disloyalty. They say opposition to sanctions and participation in humanitarian missions are not evidence of foreign control.

They are correct on that narrow point.

Travel is not treason.

Political disagreement is not espionage.

But it would be equally dishonest to pretend authoritarian governments do not use carefully managed travel, conferences and international organizations as instruments of influence.

Both things can be true.

An activist may genuinely believe in the mission.

The Cuban government may still benefit from the activist’s platform.

The report’s credibility problem

This is where the State Department risks damaging its strongest case.

The report places convicted spies, ideological sympathizers, activists, journalists and people appearing in social photographs within the same sweeping narrative.

Those categories are not interchangeable.

Attending a wedding is not espionage.

Opposing the embargo is not foreign-agent activity.

Belonging to a socialist organization is not proof of accepting orders from Havana.

When a government report blurs those lines, critics inevitably begin describing it as a political blacklist or a modern form of McCarthyism.

And critics have done exactly that.

Some reporting has challenged the report as an attempt to portray nearly every major progressive movement as the product of foreign manipulation rather than genuine American political conflict.

That criticism cannot simply be dismissed.

But neither should it be used to bury the report’s hardest evidence.

Because Cuba has successfully penetrated the American government before.

The spies were real

Cuba’s intelligence successes are not hypothetical.

Former Defense Intelligence Agency analyst Ana Belén Montes spied for Cuba for years while holding access to highly sensitive national-security information.

Former United States ambassador Victor Manuel Rocha admitted secretly acting for Cuba over the course of decades while occupying senior diplomatic and government positions.

Cuba’s Wasp Network infiltrated Cuban exile organizations and monitored American military facilities in Florida.

These were not college activists carrying revolutionary posters.

They were intelligence operations.

They prove Cuba possesses patience, discipline and a demonstrated ability to recruit people ideologically, help them build respected careers and keep them hidden within American institutions for years.

That does not establish that everyone named in Rubio’s report is a spy.

It establishes that dismissing Cuban espionage as outdated Cold War paranoia would be recklessly naïve.

And then the report shifts from human infiltration to electronic surveillance.

China moves 90 miles from Florida

China has reportedly expanded its intelligence presence in Cuba, upgrading electronic-eavesdropping facilities positioned to monitor American military activity.

Independent analysis by the Center for Strategic and International Studies identified four Cuban sites most likely supporting Chinese intelligence collection:

• Bejucal
• Wajay
• Calabazar
• El Salao

Satellite imagery examined by CSIS showed physical-security infrastructure and equipment capable of collecting signals intelligence. Several facilities underwent visible upgrades despite Cuba’s severe economic crisis.

That geography is priceless to Beijing.

Cuba sits less than 100 miles from Florida and near an extraordinary concentration of American strategic assets:

• United States Central Command
• United States Southern Command
• Naval installations
• Submarine facilities
• Space-launch operations
• Military testing sites
• Maritime routes

Signals intelligence does not require China to break into every encrypted military system.

Intelligence is often built from patterns.

Aircraft movements.

Radar emissions.

Satellite communications.

Ship traffic.

Military exercises.

Emergency responses.

One signal may reveal nothing.

Thousands of signals reveal behavior.

Behavior reveals preparation.

Preparation reveals intent.

China does not need an American general to email Beijing the battle plan.

Sometimes it only needs to watch the machinery begin moving.

Russia returns to the neighborhood

Russia is also reportedly rebuilding its Cuban intelligence footprint.

According to American intelligence assessments reported by The Wall Street Journal, China and Russia have roughly tripled the number of intelligence personnel staffing Cuban facilities since 2023.

Those facilities are reportedly being upgraded and used to monitor American military sites in Florida, including headquarters responsible for operations in Latin America and the Middle East.

During the Cold War, the Soviet Union operated its largest overseas signals-intelligence complex near Havana.

The Lourdes facility reportedly supplied Moscow with enormous amounts of military intelligence before being closed after the Soviet collapse.

Now the names may have changed.

The architecture has not.

Russia provides experience.

China provides money and technology.

Cuba provides geography, political protection and an intelligence service that has studied the United States for generations.

Cuba may be the weakest country in that partnership economically.

It may also be the partner that understands America best.

The names are the hook—the infrastructure is the threat

Rubio’s report will generate headlines because it mentions American politicians, activists and recognizable organizations.

That is inevitable.

People will argue over Karen Bass.

They will fight over Zohran Mamdani.

They will rage about Hasan Piker, the DSA and CODEPINK.

But the political names may ultimately be the least important part of the story.

The deeper issue is whether Cuba has become the meeting point between two different forms of pressure against the United States.

The first is ideological:

Political organizations, solidarity movements, media platforms and activist networks operating legally inside America.

The second is operational:

Convicted spies, foreign intelligence officers, electronic surveillance installations and hostile governments collecting information from Cuban territory.

The report attempts to connect those worlds.

It argues Cuba serves as the connective tissue between American revolutionary politics and the global ambitions of China and Russia.

That conclusion has not been proven for every person or organization it names.

Congress should demand the evidence.

Show the communications.

Show the funding.

Show the foreign direction.

Show which relationships are ideological, which are organizational and which are operational.

But the answer cannot be to ignore the report because its politics are uncomfortable.

Nor can the answer be to declare every activist a foreign agent because their photograph appears on one of its pages.

Truth requires something stronger than partisan reflex.

The Cold War learned Wi-Fi

Cuba is economically devastated.

Its electrical grid is unstable.

Its people face shortages, political repression and limited freedoms.

Measured traditionally, it is not a superpower.

But intelligence networks are not measured by gross domestic product.

They are measured by access.

Access to American institutions.

Access to political movements.

Access to foreign adversaries.

Access to military communications.

Access to geography no amount of Chinese money can manufacture.

That is why Cuba remains valuable.

It survived the collapse of the Soviet Union.

It survived American sanctions.

It survived every administration from Eisenhower forward.

And now, according to the State Department, it has become a platform where American political influence, Chinese technology and Russian intelligence operations intersect.

The names will dominate the news.

The antennas should dominate the investigation.

The Cold War did not return.

It learned Wi-Fi.
