But the real story is deeper than the headline.
The Republican proposal contained genuine restrictions on future stock purchases by lawmakers and their families, while still allowing existing holdings and sales. It also included controversial voter-ID provisions Democrats opposed.
Then, on the same day, another procedural showdown erupted when Sen. Ron Johnson blocked an attempt by Democrats to reverse approximately $810 million in Trump administration spending cuts.
